Mutation: Matter Transfer
Lance, when in the right atmosphere and after enough preparation, can literally absorb the hydrogen and oxygen molecules from the air, and create water. Moreover, it's easier for him to just change water vapor back into liquid form on a humid day. Although a very useful skill with practice, the drawbacks include the time it takes, what little water he can draw out, and the fact that sometimes the conditions in the air just aren't right. (He's still practicing how to effectively use his skill.)
History: Lance seemingly grew up under a fair roof; his parents, both native to South Carolina, enrolled him in a good elementary through middle school, where he decided that his future career would be in the field of Marine Biology.
In between the time of High School and college, though, Lance took up a study in the field of music. He found it to be a second passion of his; studying music, writing it, understanding how it works, and playing it. As a fallback he decided that he would make a music career if his Marine one fell through. He never neglected his musical studies as a hobby, in spite of this.
His interest in such things - like the anatomy of fish and whales - carried him through into college at CCU, where he now resides, taking classes to get a degree in Marine Anatomy and Oceanography.
However, in his freshman year of college, he noticed something strange about himself. When he concentrated well enough on the air around him, the atmosphere and matter seemed to change... almost as if he could draw water from the pure air (being a mixture, this is logically possible to an extent) and bend it at his own free will.
At first, he was excited to tell all of his friends and parents what an amazing feat he had. However, upon much more consideration, Lance decided against it, and shyly kept his ability to himself.
Although, he did enjoy and have fun with his newfound ability. He would frequently, and with little effort, draw water from the air and preform interesting little tricks with it, such as standing from a high building and dropping "raindrops" on bystanders. He was amused with himself.
Now, whilst in college, he continues to amuse himself and a few others - subtly - with his abilities. He sees them not as a danger or threat of any kind, but a gift. On the other hand, though, Lance explored the darker side of his ability... he noted that he was able to clearly add enough force to move the water through the air to cause impact damage, and even - when he was lucky - drown someone by moving it through the person's throat and keeping it there.
The thought of such things, though, disturbed him, and he vowed he would never need to do things with the ability. Not that it ever crossed his mind that he would need to, anyway...
Report of Mutant Capture: It was another cloudy day for Lance, where he lived. He much enjoyed these; rain was his favorite type of weather, and he always preferred it over sunny weather. He aroused himself from his bed and jumped in the shower quickly, making good use of his time. He dressed himself, and grabbed his favorite acoustic guitar, and headed for the roof.
It wasn't uncommon of Lance, on his off days, to relax on the roof of his apartment building and lazily play around on the instrument. In fact, it had become a favorite pastime of his.
Nevertheless, he ascended, and sat on the of the building, letting his legs dangle precariously from the edge. He smiled and the wind blew pleasantly through him, and began to pluck away at his instrument, unaware of what had just entered the building.
It wasn't long, and Lance hadn't gotten to have much fun before the men in black came and grabbed his arms. They held them back, and Lance gasped as his prized beauty - his favorite guitar - fell from the roof and made hard contact with the ground 20 stories below. The instrument was ruined.
Fortunately for him, Lance offered no resistance to being captured. Upon his hands being tied, however, he asked. "Why? What have I done?"
The men were quiet, as they hadn't expected anything from him... just a quiet surrender. "Mutants like you aren't allowed to be free roaming the country. Your kind is dangerous." The man spit on the ground and wiped his mouth. "Local reports have seen you doing some pretty questionable things... to be vague. It's not in my place to explain in full detail. You will go before a judge."
Lance nodded. "I see. Very well, then... we should go quickly, I have other stuff to do today... like buying a new guitar." He glared at the man, then followed behind him... down the stairs, and out of his home building.
