I'd debate against it, if I had reason to. I am a debater after all.
But I love the plot overall. I'd love to see the scenes that play out~

Hehe. Wankfests. Moo. Those guideline threads are pretty sexy, all around. Almost makes me want to change the gender in my profile to Female so that Mr. Sulley's writer will flirt with me in the chatbox, Almost. I have some concerns. 1. Is this plot put in effect immediately? Are threads that are halfway through, for instance, required to start taking notice of the grummy surroundings? 2. Are the guards at all partial towards certain mutants? Dreamers, perhaps? Is there any kind of factionism in how they treat the mutes? 3. (And this was a general question before this thread, but now's as good a time as ever.) What happens to mutant kids? The ones who're too young to have their parents come with?

1. It would be impossible to make all the changes happen abruptly. Members are asked to begin showing signs of the changes gradually as they begin new threads. Finish ones started before the 2nd plot as you would, but from then on make a point to publicize the new one.
2. Good question. Not all the guards are yearning to pick a fight. Some still won't bother mutants. You'll begin to notice reoccurring guards popping up into threads. Certain guards are more prone to persecute mutants that others, and to different degrees. This does not apply to those who attack guards, however; any guard, regardless of the level of their animosity, will not restrain from brutalizing a mutant that has attacked them.
Factions do not play in with it so much as a mutant's willingness to cooperate. Most of the guards are on their toes. They are more likely to pick out a strong mutant from a crowd to taunt than a child.
3. There are mutant kids in Freakopolis. They tend to stick to the playground. As said in point 2, they are less likely to be picked on than a 20-year-old mutant, but they will still be poked and prodded with guns. Some guards make a point to go after a certain age or race. Others don't give two farts whether the mutant they're beating in male, female, attractive, ugly, skinny, etc.
It is likely that unless the child is strong, they will die during this plot. Those of you who have children: please be aware.
Did I answer everything?

I have one: Are the robots exempt from the abuse on the merit of being awesome robots of awesome? Patrols have stopped and they have gone into hiding anyway.

No. The guards know the robots are affiliated with a mutant--at least, most know. Those that don't assume--and so they treat them just the same, if not worse. A controlling power never likes to see his victim with friends, especially not technologically advanced little friends. If they're going to survive they had best not show up in the picture anymore.

Usuallu because I'm just in the mood for blood, bruises, and cuts I'd say something like. " Mutants rebel! Attack the black whack jobs! " But in this case I'm quite literally.... Fearing for my mutants lives. If they died part of me might go with them. Haha food for thought.
Also How many guards are their really. And do they actually have names or will they be all kids next door. Numbah 3 numbah 572?

Some may develop names over time. Currently they'll basically be called guard, or some witty nickname can be invented if there are more than one, just to keep things from getting confusing.
As to their number, that is confidential. Usually the most you'll see together (for now at least) is 5, so about 50 spread out across Freakopolis at one time. There are more, I'll tell you that.

*Raises hand* Hi, I'm the new resident cannibal, nice to eat-I mean meet you. I call dibs on the corpses mentioned in section two of the mutant portion of the notes.
